On September 17, 2025, the Bureau of Industry and Security (BIS) published a Federal Register notice that it will again accept requests for new derivative products to be subject to Section 232 tariffs on steel and aluminum articles. The request window is open from September 15 through September 29, 2025. Requests must provide detailed information about the derivative product and its tariff classification.
After this period, BIS will post the inclusion requests for a two-week public comment period. The International Trade Administration will then review submissions and begin a 60-day process to consider whether to grant the inclusions. If granted, BIS announces the approved inclusions in the Federal Register, and new tariffs take effect shortly thereafter.
This notice marks the beginning of the second inclusion request period. The first inclusion request period began with an initial request in May and concluded in August after the agency applied Section 232 tariffs to over 400 tariff subheadings (see Update of August 18, 2025). The International Trade Administration only denied around 60 inclusion requests.
